Heat a pan on high. Add half the chopped green onions and all the garlic.
Saute till the green onions and garlic are charred.
In a blender or a food processor, add the cream cheese, sour cream, cayenne pepper, charred green onions, charred garlic, lemon juice, salt, and the rest of the fresh green onions.
Blend till the dip turns light green. Check the taste and adjust if needed.
If possible, refrigerate for 15 minutes before serving.
